This always draws me, the heroes who never made it - working out why they didn't....from this site Im thinking of Blue Blaze and this one. 100 class strength (strong as Hercules) and speed to rival Hermes What was missing from the mixture? Too simple a character? Required some conflict or some Iconic feature that could be used to redefine him in future time-like Captain America?
