I believe I read where Roy Thomas helped credited writer Gary Friedrich with this fairly hilarious MAD-style superhero parody for Charlton inspired by a similar piece that ran in ALTER EGO. The art is by fan-favorite Richard "Grass" Green, inked by Charlton mainstay Frank McLaughlin.
