Looks like 1950s Bob Powell, especially the faces and hands.And Powell was doing material for Atlas/Marvel at the time...
It's not Powell. It's very distinctive but I don't know who it is.
Frustratingly, I must echo Doc's comment. This is an unknown artist. I will tell you that it is not someone whose name you are going to recognize if he/she is ever named for certain.
