Great stuff! I'd never seen this one before. The art looks by James F. (Jim) Davis, and the little dog character (who resembles MGM's Droopy) anticipates Stalwart Swinburne, who appeared in Ha Ha Comics from 1946-47. Hubie Karp wrote the Swinburne stories, so he might have written this one too. Lettering is by the great Tubby Millar.
