Wrong director. This is a character taken from a 1955 Sylvester cartoon by Friz Freleng, A KIDDIES KITTY. Makes me wonder if the artist isn't someone from Friz' staff (Hawley Pratt?).
BTW, the Chuckster did briefly have his own "Peanuts-esque" comic strip, the short-lived CRAWFORD from 1977-78.
