This guy's first appearance was in National comics, published by Quality. The deal was he had amnesia. Hence, he was "unknown."
BTW I consulted public domain superheroes. It says his major enemy was a Nazi who gained super strength form Cocaine! ah, the golden age.The picture shows he used a gun.
The final panel seems an acknowledgement of the shoddiness of the story.
