Jack Farr was an old-timey newspaper cartoonist whose work stretched back to the beginning of the 20th century. In his later years he did a few features in comic books. This one, for example, was found alongside Superman, Batman, Zatara, Green Arrow and the Wyoming Kid in an issue of WORLD'S FINEST COMICS.
