The Black Owl headlined his own series in PRIZE COMICS for ages but by this point he was appearing in Yank & Doodle's series..albeit still as the star. GCD speculates this MAY be Jerry Robinson. I can see that and, in fact, I thought the same thing...but Robinson's work was much more polished by this point. Unless this was a real rush job with slack inking, I'm not sure.
