I believe this is another one of those strips designed to LOOK like it's from an animated cartoon but as far as I know these guys never actually appeared onscreen. GCD suggests Veve Risto (?) as possibly the artist.

Nieto was arguably Charlton's most creative artist during his time there. In this story, he seems to be channeling the great Ernie Colón. 

Desperate Man-Doug Wildey-1955

Wildey must have liked to draw people in snow. I remember a long snowy sequence in his AMBLER comic strip more than 15 years after this and then some gorgeous western snow scenes in his RIO stories of the 1980s.
