I think this might be Jack Mendelsohn again. This Rock and Rollo is no relation to the other Rock and Rollo published by an entirely different company. Seems more like Calvin and the Colonel or Uncle Waldo Wigglesworth.
That's kind of an odd pairing, especially with the wolf being undisputed boss in an otherwise purely human world. However, it's also great art and a fun story. I enjoyed it quite a bit.
