If it's the same artist as "Pat the Brat"--and it does look similar to one story I've seen--maybe it's Bob White. That's the credit in the Archie digest I have.
Nice cartooning, it is, though 'Tuba' is a particularly dopey name, even for a cartoon fat kid. Oh, well, 'Tubby' was already taken, I guess.

Don't know who the cartoonist is either, but I immediately recognized that drawing style from Archie Comic's "Pat the Brat".

When I saw this I was immediately reminded of Bob Bolling's "Little Archie" stuff, and I believe he did some of the Pat the Brat material, too.
This looks like Joe Edwards' art to me. The lettering gives it away for me.
