This is a newspaper reprint strip which strikes me as attempting to do what PEANUTS later accomplished by having little kids discuss adult topics. But wow! What odd choices of adult topics! Beer drinking, wife beating! Sheesh!

This guy looks pretty young to be a Captain. He definitely has no relation whatsoever to Ditko's later Captain Adam. No artist listed at GCD but some panels look to me like possibly early Tony Tallarico.

The Walkers-Al Hartley (?)-1952
Walkers, as in Patsy. You all know how I can't resist a radio-related comics story. Al Hartley was Patsy's regular artist and this looks like his work to me but not everywhere. GCD doesn't say.
