Just about everything POGO's Walt Kelly ever touched in comics was gold whether it was in a swamp or not. This particular gold is some that's a tad more obscure having appeared as a backup in LOONEY TUNES AND MERRIE MELODIES and yet without any real Warner Brothers cartoon stars.

What month and issue number of the comic is this from?
E.g.
Looney Tunes and Merrie Melodies #24, October 1943
(but we know it is not that)
As to who penned the script, it is likely Gaylord Du Bois.
From Gaylord Du Bois's Account Books Sorted by Title compiled from the original account books by Randall W. Scott, Looney Tunes and Merrie Melodies Comics, page 64, transcribed by me from photocopies:
Pat, Patsy & Pete. 8p. For Nov. issue of __. Paid July 6, 1943.

Pat, Patsy & Pete. 8p. For Looney Tunes & Merrie Melodies Comics, June 1944. Paid Jan. 8, 1944.
The earlier account books were destroyed in a house fire, but one can surmise that the earlier episodes were also written by Du Bois. The "Copyright Robert S. Callender" tells us that the strip was owned by Western.
"Copyright Robert S. Callender" explained: Bob Callender, b. 1913, youngest child of Gene Callender of Racine, Wisconsin society, was an executive at Western Printing who married Wynnefred (Winifred), b. 1916, daughter of Edward H. Wadewitz, who was the secretary, treasurer and general manager of the Western Printing & Lithographing Company. Robert S. Callender was the Managing Editor and Business Manager for Whitman Publishing Company owned by Western Printing and Lithographing Company of Poughkeepsie, N.Y.
